The Monsoon session of Parliament concluded on Thursday with both the Lok Sabha and Rajya Sabha being adjourned sine die. The month-long session, which began on July 21, witnessed repeated disruptions, adjournments, and walkouts, limiting parliamentary business to only a few discussions and the passage of some bills. While the Lok Sabha barely managed to work 37 hours this session, the Rajya Sabha functioned for 41 hours and 15 minutes.14 government bills were introduced in Lok Sabha and 12 were passed by the House. In Rajya Sabha, as many as 15 bills were passed or returned. A total of 419 starred questions were included in the agenda for this session in Lok Sabha, but due to continuous disruptions, only 55 questions could be taken for oral reply. In the Upper House, members had the opportunity to raise 285 questions, zero hour submissions and special mentions. However, only 14 questions, 7 zero hour submissions and 61 special mentions could actually be taken up. So while much of the session was marred by disruptions, a special session on Operation Sindoor was held in both the Houses. Another highlight was the celebration of Group Captain Shubhanshu Shukla’s mission to the International Space Station, hailed by Lok Sabha Speaker Om Birla as a “testament to India’s scientific excellence.” Among key Bills that were passed during the Monsoon session include The Income Tax Bill, the Taxation Laws (Amendment) Bill, the National Sports Governance Bill, and the Online Gaming Regulation Bill. The Constitution (130th Amendment) Bill, which seeks to decriminalize politics, was referred to a Joint Parliamentary Committee. In Perspective today, we’ll talk about the key takeaways from the just concluded Monsoon session of Parliament and discuss the concerns raised by the presiding officers over frequent disruptions forcing repeated adjournments causing significant loss of parliamentary time and the loss of opportunity for members to raise matters of public
importance.
