India and Vietnam have taken a major step forward in their bilateral relationship – agreeing to elevate ties to an Enhanced Comprehensive Strategic Partnership and setting an ambitious target of taking bilateral trade to 25 billion dollars by 2030, up from the current 16 billion dollars. The announcements came after wide-ranging talks between Prime Minister Narendra Modi and General Secretary, President Mr. To Lam of Vietnam. The discussions covered a broad canvas – from defence and maritime security to trade, technology, critical minerals, renewable energy, space cooperation and people-to-people ties. Regional and global developments also figured prominently in the talks. Prime Minister Modi thanked Vietnam for strongly condemning the Pahalgam terror attack and for standing with India in the fight against terrorism. Describing Vietnam as a key pillar of India’s Act East Policy and Vision Ocean, the Prime Minister underscored the growing strategic importance of the partnership in the Indo-Pacific and ASEAN region. The two leaders also witnessed the exchange of 13 MoUs spanning critical sectors — including rare earth minerals, digital payments, health, tourism, education, culture and digital cooperation – signalling both strategic depth and economic ambition in the relationship. So, what does this upgraded partnership mean for India’s Indo-Pacific strategy? How significant is the focus on critical minerals, maritime cooperation and digital connectivity? How will the two countries scale trade to 25 billion dollars in the next four years?. To discuss the strategic and economic significance of this growing partnership between India and Vietnam.
