On the show today, we’re going to focus on an important development in India’s urban policy space. NITI Aayog has released a report titled “Moving Towards Effective City Government – A Framework for Million-Plus Cities.” The report was released by Union Housing and Urban Affairs Minister Manohar Lal Khattar in New Delhi, with participation from several states – signalling a broad push towards urban governance reforms. The context is important. As India moves towards the goal of becoming a developed nation, cities are expected to drive economic growth, generate employment, and support innovation. However, the report points out that this potential is often constrained by structural challenges – such as including fragmented institutional arrangements, limited financial autonomy, and gaps in accountability. Focusing on million-plus cities, the report lays out a roadmap to strengthen city governments. It calls for clearer leadership structures, better alignment of authority and responsibility, stronger municipal finances, and improved coordination across agencies delivering urban services. It also makes several recommendations towards ensuring more empowered city governments, along with other significant changes critical for India’s next phase of growth. We’ll discuss the recommendations in the NITI Aayog report, also talk about the feasibility and their implementation in states? And what could this mean for the way our cities are governed and managed.
