Sansad Tv
The Indian Civil Service (ICS), or Imperial Civil Service, was the elite administrative arm of the British Empire in India from 1858 to 1947. Tasked with governing over 300 million people across 250 districts, ICS officers formed the backbone of British colonial administration.
Among the rare Indians to join this powerful cadre was Jagdishwar Nigam, a nationalist at heart who took an extraordinary stand during the Quit India Movement in 1942. At a time when “shoot-at-sight” orders were in effect, Nigam, as the District Magistrate of Ballia, took the unprecedented step of transferring administrative power to local leaders on 19th August 1942, declaring “Freedom to Ballia.” He instructed the police to surrender their arms and handed over governance to Chittu Pandey and the people. For a brief moment, Ballia became an independent republic—the only district in British India to do so.
Nigam’s bold stand was not just administrative—it was a moral resistance against the violence and division brought on by colonial rule. His story stands in stark contrast to the prevailing silence of the ICS establishment as Partition loomed.
In this episode of Likhawat, Dr. Janis Darbari and Ms. Raj Darbari—descendants of Jagdishwar Nigam—recount his forgotten legacy, a story of courage, compassion, and conviction.
