The sweeping order triggered panic – especially among Indian professionals, who make up over 70 percent of H-1B visa holders. Tech majors like Amazon and Microsoft rushed to advise employees to return to the US before the order took effect on September 21, while anxious
workers scrambled for clarity. Amid the confusion – and hundreds of Indians reportedly booking flights back home – the White House issued a clarification that the $100,000 charge is a one-time payment, not an annual fee, and it applies only to new H-1B petitions filed after September 21, 2025 – not to renewals or existing visas. Crucially, the fee is to be paid by companies, not by employees.
